A municipal housing bureau (MHB) is a corporation constituted for the purpose of providing residential dwellings to persons or families of low or moderate income. It acts as the agent of the local or regional county municipality that applied for its constitution. The City of La Malbaie’s MHB offers its population two categories of dwelling units: Category A – dwellings for elderly persons (aged 50 and above) and Category B – dwellings for families. In all, the Bureau manages fifty-six units of which twenty-five are occupied by elderly persons (Résidence Le Ridant and Villa La Joie), thirty by families (Habitations Kane) and one by a handicapped person. A board of directors is appointed and entrusted with all the powers needed to administer the Bureau. It adopts rules and regulations, and conducts routine business by resolution. It meets as often as required by the business at hand. The board of directors of the City of La Malbaie’s MHB is made up of seven directors representing the municipality, the lessees and socio-economic groups. The three members representing the City are appointed pursuant to a resolution adopted by the Municipal Council of the City of La Malbaie. The two members representing the lessees are elected by the lessees during a meeting held for that purpose and to which all the lessees are convened. The two other members are recommended by socio-economic groups. The Municipal Housing Bureau’s board of directors appoints a general manager who, in accordance with the standards and regulations of the Société d’habitation du Québec, is charged with the responsibilities of planning, organizing, running and monitoring activities relating to the selection of lessees, the rental of units, their maintenance, the management of the bureau’s financial, human and material resources as well as its day-to-day operation. |
